New Publication: Ruo Emoh – Our Home Our Story

It is with great pleasure that we share the Ruo Emoh booklet, documented in the past 6 months by SA SDI Alliance together with People’s Environmental Planning, UCT & University of Basel Masters students (part of the City Research Studios hosted by African Centre for Cities) and the community of Ruo Emoh. This booklet shares the story of Ruo Emoh (Our Home, spelt backwards) a housing project through which 49 families have moved into homes on a well-located piece of infill land in Colorado Park in Mitchells Plain, Cape Town.

This booklet documents the project’s long history. It shares the housing histories and experiences of nineteen of the forty-nine families who self organised to change their living conditions and to become homeowners in Ruo Emoh. It narrates their stories and experiences, the hardships of their housing struggles, the challenges of organising to access secure housing, and the emotions and experiences of moving into new homes in this development.

At the heart of the booklet are stories of what is possible when a group of people are willing and able to organise, to build strategic alliances and to negotiate pragmatically over the long term. At the heart of the booklet are family hopes and visions for the future as they continue to build their lives as homeowners in Ruo Emoh. This booklet celebrates Ruo Emoh families who know best the realities of housing struggle and the hopes of home ownership.

Everything Fell into Place: Generations of Saving and Community Participation in Ruo Emoh

The following narrative is part of a broader and in-depth documentation of the Ruo Emoh project. This documentation includes a video and booklet and is the result of collaborative efforts between the SA SDI Alliance, People’s Environmental Planning, UCT & University of Basel Master students (part of the City Research Studios hosted by African Centre for Cities), and the community of Ruo Emoh. The Jacobs (Kaylin, Lea, Israel)

Recently married Mymoena and Ismaaeel Jacobs are expecting their first child -a baby girl- together this year. Having a home in Ruo Emoh came at the most significant time for the Jacobs Family. For Mymoena, it is simply a case of “everything fell in place”. For Ismaaeel, as the first son to get married, he felt he needed this space.  A place of his own and it happened despite all the uncertainty and ups-and-downs of the Ruo Emoh project. The place became available to the growing Jacobs family tree.

“Never mind how small the place is, we got our own space, it’s a home, we can make a home out of this, so, that for me is more important than living in a mansion, or like not appreciating what we have here.” – Ismaaeel

The Jacobs know the burden and expense of renting on someone else’s property since they previously rented in Rylands. They also know what it means to share a house with many family members. In Ruo Emoh, they have a space of their own and Mymoena says, “It’s a nice stepping stone for any new couple.” 
Mymoena was born in Johannesburg and lived there for most of her life. Ismaaeel is from Cape Town and grew up in Lentegeur, where his family still resides. The place is what the Jacobs have constructed and made home for themselves. With Ismaaeel’s expertise lying 
in renovation, tiling and general construction, he took the structure and renovated it into a beautiful home. The beneficiary
 of the house in Ruo Emoh is Ismaaeel’s mother, Jasmine Jacobs. This home plays a significant role in not only the Jacobs currently residing there, but also for any other Jacobs family members. The house may be a home to future generations to come. This is the story of the struggle and the steps taken to finally get the house, in the words of Ismaaeel Jacobs.

It Was Almost Like a Movie

“It is 20 years ago, when the project started, and my mother was there right from the beginning. She was on the board for housing. I was a little boy, when all of this started. Every rand they had put together made a difference at the time. They were raising money with little food fairs. My mother was preparing cakes and boerewors rolls to sell. Later, I became the running guy for her; whenever they were meeting and other things, I would go. Sometimes, I was working, but then you hear at 3 o’clock is a meeting and you have to be there, we had no choice, we just had to move. When I came 
back home from the meetings I told my mother what was happening, what the next steps are, and I also picked up who is trying to run the show. We had so many challenges and everyone of us had their ticks. But nothing major. I remember when I went to the first meeting for my mother. Some of the other members were from around the area and I had known them by face, but not on a personal level. But after going to the meetings more and more, I was befriending people. Obviously, we were going to live together soon. At the time we were hoping to be neighbours soon, but eventually it just went on for a little while. In the recent years there were no fundraisers or these things any more, but when we met we were discussing how things progressed and how we could secure our property, since it was already our land. The challenge was to handle with the delays. Sometimes we needed to put in large sums of money and the committee would promise certain things on certain days, but it just wouldn’t be possible. The issues would linger for a few days, but the committee would sort them out in the end. I respect them a lot for that.”

We Stood Security Ourselves

“We had to put up a fence around the land. But it didn’t take long until parts of the fence were stolen. We had to take it off again. I played a part in that as well. We came in on a Saturday and we just took it off. At some point it was just the two of us, myself and Archie. Then the infrastructure came in and we knew we have to start to stand security ourselves. We came after work, on the weekends, 
to stand security at our grounds – day and night. I think this was when people got a more positive mind-set towards the project again. In the beginning this was an issue, but over time we had the feeling of ‘this is our ground’, we claimed it. If we want to stand security we will stand security because we own this now. Once people heard, once they got the go-ahead that things are happening now, things are going to happen, people had enough of the empty promises. Once things started… I can tell you people were really positive towards everything.”

The hope and aspiration that comes with owning a house, especially after
 a long period of waiting is unmatched. This house has a great significance for Ismaaeel’s whole family. Ismaaeel expresses how he and his brother looked forward to having the house. To both of them it was an aspiration and now it has become a reality, and at the same time a financial security.

Looking towards the future, Ismaaeel hopes to build up the security for the community and can imagine a complex typology. Mymoena has a plan in mind that when the baby arrives and things have settled, she will try to petition for better measures to reduce speed on the roads, for example getting a speed boundary.

When asked about lessons learned in the process the Jacobs responded, “I think to stand more together as a community. Don’t, because you are disappointed by one person, not help the community. That whatever challenges you get, let’s face it together. Don’t leave it to one.”

What does it mean to “Know Your City” in South Africa?

“What’s the difference when we collect data on our own informal settlements?” – a question that Melanie and Nozuko asked to a packed room of 150 people, including the South African Minister of Human SettIements, Lindiwe Sisulu. As urban poor residents and coordinators of social movements (FEDUP and ISN), it was noteworthy that both Nozuko and Melanie shared the stage with the minister as equals.

In a world in which digital data (including data on informal settlements) is increasingly collected and owned by “experts”, Melanie and Nozuko introduced a different narrative: “As FEDUP and ISN we have profiled 1500 informal settlements in South Africa over the past 20 years.” This is close to half the number informal settlements in South Africa (currently estimated at between 2700 and 3200).

On 7 September 2017, the South African SDI Alliance co-hosted the Digital Impact World Tour with SDI and the US-based Stanford Centre for Philanthropy and Civil Society in Cape Town’s Langa township. This one-day “stop” – the eighth on the tour and the first in Africa – discussed the role of data collection in the production of social change in the digital age, and in particular the power of community-gathered data for partnerships with local governments.

With people in attendance who represent fellow slum dweller social movements, civil society, funders, academics, government at all tiers and private sector actors, the event reinforced a commitment to ensure that urban poor communities are part of and shape the conversation. On behalf of informal settlement residents affiliated to FEDUP and ISN, Melanie and Nozuko spoke about the core of community-gathered data:

To us, data collection is about organising communities. We don’t just collect information but collect people too. The minute we start collecting data about ourselves, we begin to understand ourselves as a collective and in a fairly deeper way.

We understand the context of our settlements and we go deep into the household level when collecting data. When we profile and enumerate settlements, data is collected by community members living in that settlement. We make sure that we count everyone. This is why sometimes when you compare our data and government’s data they are totally different. We also communicate the data back to our communities in a way that communities understand – government does not always do this. 

This data helps us to make our own community based plans. It is about looking at problems from our point of view and finding solutions. It is about opening up a space to plan for our own upgrading. It is necessary for government to get involved because we do have solutions on the ground.

Amidst conversations on digital dependencies and innovative digital organisations, the urgency for government to “get involved” and support community-gathered data was evident. This emerged strongly in contributions made by members of the broader SDI network, South African SDI Alliance, Social Justice Coalition and International Budget Partnership, a fellow social movement and partner in the sector, who spoke about community-gathered data through social audts.

The task to the minister and all government representatives in the room was clear, whether local, provincial or national: commit to supporting the Know Your City campaign on community-gathered data for co-productive partnerships between slum dwellers and local governments.

Though organized urban poor communities have been profiling and enumerating their settlements for over 20 years, the campaign (launched in 2014) established a digital platform to house this data and anchor the coproduction of inclusive urban development by communities, city governments and global urban development actors.

We have the power, ability and knowledge to collect data and organise our communities but what we want is for government to walk with us. We already started but we need a partnership to scale up our efforts. We want support from government, non-government organisations, private sector and academia.

The minister committed to financially supporting the work of community-gathered data in cities across South Africa. For South African organisations and movements in the sector, THE next steps are clear: “We need to follow up the minister’s pledge to support data collection by informal settlement residents for all organisations” (Rose Molokoane, national SA Alliance coordinator).

So what is the difference with community-gathered data? “It’s about organizing ourselves, understanding ourselves and our settlements. It’s about making our own development plans, partnering with our local governments and sharing a stage as equals. It’s about Knowing Our City.”

The importance of saving: the pillow maker in Samora, Cape Town

Through the Federation Income Generation Programme, FEDUP savers have an opportunity to establish small businesses to generate income through accessing and repaying loans. 

The financial aspect is crucial, but how can the Federation contribute to building solidarity and sharing among FEDUP business women? The experience of Patience, a resident in the informal settlement of Samora in Philippi, Cape Town, gives us some insights about the impact of FEDUP in the life of women.

My name is Patience and I live here in Samora, Philippi.  For a living I have my own business, I make pillows. Now it’s been 7 years that I have been doing this. The first time I heard about the Federation it was in 2013, and that is also when I got my first loan.

What changed after receiving the FIGP (Federation Income Generation Program) loans was mainly in relation to the stock for my business. In fact, I was able to increase stock for my business and this also resulted in the increase of my profit. This helped me at home because I was responsible for my child’s education fees, who was studying at University of Western Cape, and since I could pay for her studies, she was able to continue and she graduated last year. So this is what was important, because my intentions and priorities have always been helping her to finish school.

Even at home I was able to fix some of the things. For example I managed to extend our house, I added two rooms and I saved some of the money… if it wasn’t for the loan I can say it was almost impossible to do all of this because I did not make enough profit from my business.

My business grew already a lot but I don’t want to stop here. At the moment, I am busy saving so that I can be able to buy a container. In fact now I cannot employ someone to help me because there is no space for both of us to work. Instead, I want someone who is going to help me because making pillows is very difficult and my business really needs me to hire someone. As a result of the stock which has increased in fact, my job has also increased and this is why I need someone to help me.

With my savings I think I will be able to buy the container next year January. And I do not want to rush it and end up having debts that I will not be able to pay back…I just want to save and know that I will be able to buy it.

Savings in fact is the heart of the Federation. My business improved a lot because through the Federation I learnt a lot about saving. Nolwando, one of the Federation coordinator, always teaches us about saving on top of the loans, and this way I have learnt how to save. There were times where I did not save at all and I was using my money on useless things.

I remember when I was working in Tsusa, there was a lady working with us who used to buy meat on a regular basis. She would make three orders a week! So one day I told her, as a person who was taught how to save, that she could save the R60 that she was spending on buying meat by, for example, eating cabbage and meals that she had prepared at home!

So the federation has helped me because now I am able to save and I can also help other people. And even today that lady has not forgotten me because I really helped her.

Learning Space: Lessons from the ISN on building a strong social movement

In 2016, the SA SDI Alliance began a new series of participatory learning spaces intended for FEDUP and ISN community leaders and CORC staff to collaboratively strengthen understandings of government structures, processes, laws, and principles. These sessions serve to equip professionals and community leaders alike with information applicable to government partnership meetings. Furthermore, the sessions prepare community leaders to better report back on project preparation processes to their respective communities.

How do learning spaces function?

Each session is facilitated by an individual, but the sessions are guided with the intention for SA SDI Alliance professionals and community leaders to learn from one another, particularly through the experiential lens that community leaders bring to the table.

The first learning space of the year took place on 22 January 2016 and focused on “how government works.” This session worked through the roles and responsibilities of government, the structure of government on national, provincial, and local levels, and the division of powers between legislative, executive, and judicial branches. The second learning space took place on 29 January 2016 and explored “how laws and policies are made.” During this session, participants examined the difference between laws and policies, Green Papers, White Papers, Bills, and Acts, in addition to becoming familiar with the Draft White Paper on Human Settlements—which was the primary topic of the third session, held on 5 February 2016.

The fourth learning space of the 2016 series, held on 15 April 2016 at the community hall in Khayelitsha Site B, focused on the key principles of building a strong social movement composed of informal settlement dwellers.

Facilitated by Nkokhleli Ncambele, Informal Settlement Network (ISN) Coordinator of the Western Cape, the session focused on the organisational structure of the ISN, ensuring that the community leaders present grasp a clear understanding of their responsibilities as participants and leaders in the ISN as a social movement.

Guiding Principles of the ISN
 
The most recent session kicked off with Nkokheli’s description of the fundamental pillars of the ISN:

  • Accountability & Transparency

To enhance efficiency and transparency, the organisational structure of the ISN is divided into community, subregional, regional, provincial, and national levels. As Nkokheli stated:

“The community leadership is accountable to their community because wherever they go—like when they go to meet with the City of Cape Town—they have to come back and report to the community. If you don’t do that, you’re not accountable. Every leader has to go back and report to his community.”
Furthermore, to ensure transparency and accountability, community leaders are driven by what Nkokheli calls a “community mandate”—the specific needs, goals, and interests that the community leader advances on behalf of the community:
“If you don’t have a community mandate that is going to drive you, when someone doesn’t have a mandate, who is going to hold you accountable? But if you have a mandate, this is very important to you.”
  • Availability and Commitment
When projects are initiated, Nkokheli recounted that communities often first ask:
“‘When is this project going to start? The second question: how many people are going to be employed? Then the community says, ‘Please, leadership, make sure that our people are benefiting from the project.’”

When communities ask questions of their leaders, leaders must ensure that their actions align with the collective interest of the community.

  • Love 

Nkokheli emphasised the necessity of love and compassion in the ISN: “Whatever we do, we do it with love. Without love, you can’t build an organization.”

  • Trust

Finally, Nkokheli spoke of the trust that communities vest in their leaders to advocate on their behalf: “We trust you [leaders] that you’re going to deliver.”

Understanding the Roles and Responsibilities of ISN Leaders

Next, Nkokheli proceeded to delve into the organisational structure of the ISN, detailing the roles and responsibilities of leaders on each of the five levels composing the movement.

  • Community level

On a community level, a minimum of fifteen leaders are elected to represent the community. If a community is large, it will be divided into a number of sections. The participation of community leaders is indispensable for the planning and implementation of a project in a community.

  • Subregional level

Nkokheli described:

“The subregion is where all the community mandates go. From there, the community mandates go to the regions. For example, here in Khayelitsha we’ve got 5 subregions: Site C, Site B, Enkanini, Endloveni and Strand. When they come together they form a region. If you are leading on a regional level or a subregional level, you’re not only focusing on your community, you’re focusing on Site B—you are a leader of Site B, not a leader of your community.”

When a community seeks to advocate its needs, it must first express them to local community leaders, who then conveys the community’s interests to the subregional leaders. In turn, subregional leaders “have the duty to go and put pressure on the regional leadership.”

  • Regional level
Similarly, on a regional level, Nkokheli emphasised that leaders must be accountable not only to their own communities but to the entire region:
“I want us to think about our communities, but once you are serving on the subregional or regional level, you are not thinking about your community alone… On a regional level, your focus is on all of Khayelitsha.”

Regional leaders, in turn, report to the provincial leadership.

  • Provincial level
Currently, the Western Cape provincial leadership is composed of eight active members (including Nkokheli himself). When provincial leaders are elected, representatives from all regions must be present. Once again, Nkokheli emphasised the misperception that an individual from a certain community serving in the provincial leadership represents their respective community—which is not the case. While a leader might be inclined to serve the interests of their own community, like subregional and regional leaders, provincial leaders mustn’t focus on the needs of their home community alone:
“Look at me: my community has many problems. But my focus is not on my own community, but on the Western Cape at large.”
  • National level

While a national leadership structure does exist, the ISN largely operates more locally, spearheaded by the provincial leadership. Nkokheli articulated: “You have to have a strategy to be in or lead this movement.” Integral to this strategy, according to Nkokheli, is understanding the dynamics between community movements (like the ISN) and politics. Nkokheli stated:

“It’s important for us as a social movement to be just a social movement, not to be a political movement. You don’t talk politics, you talk community development.”

Project Development Step-by-Step: From community mandate to project realisation

1. “You can’t do anything in any particular community without consulting its leaders”.The active engagement and participation of community leaders is the cornerstone of initiating and implementing an upgrading project. Furthermore, communities must demonstrate readiness and commitment by developing savings schemes. Nkokheli emphasised: “You can’t just want a project without community savings. How can we approve that project without community savings?”

2. Next, on a subregional level, decision making must involve representation from each affected community. The subregional level is highly important, as the subregional leaders are responsible for reporting back to their communities. In turn, the communities must articulate their needs and interests:

“The community has the responsibility of giving a mandate to these people. If a community says, we want a project, they tell the leadership, ‘We want re-blocking,’ and then the leadership should come here in the subregion and say ‘Our community wants a project.’”
3. Next, the subregional coordinator is responsible for approaching the regional leadership. For example, the subregional coordinator might say:
“‘In our subregion, we’ve got 6 communities that are requesting a project. They’ve done profiling, enumerations, and they’ve started their community savings.’ The duty of regional leaders is to come to the provincial level and say, ‘In our region, we’ve got 15 community that want projects.’”
At this point, a decision must be made: how many settlements can be supported. Based on that evaluation of community preparedness, technical feasibility and local government engagement, CORC becomes involved in the project planning process, advancing towards the next steps of project implementation. After Nkokheli explained these steps, he opened up the forum for questions, conversation and debate. Concluding the session, Nkokheli remarked on the power of collaboration in leadership structures: “When you bring different leaders together, you find something and you learn something.”

Partnership in Mossel Bay: FEDUP and Provincial Minister launch houses

It’s a rainy June afternoon in KwaNonqaba, an area of informal settlements and state-subsidised housing on the outskirts of Mossel Bay. Singing arises from a tent pitched nearby a newly finished house – FEDUP members awaiting the arrival of Western Cape MEC for Human Settlements, Bonginkosi Madikizela. Among the group is FEDUP saver, Norman Bles, homeowner of the newly finished house. The day marks the official opening of his house – as well as four additional FEDUP houses. It also marks a breakthrough in the relationship between Mossel Bay municipality and the local groups of FEDUP savers – the beginnings of a partnership after over a decade of negotiations.

Tracing FEDUP’s history in Mossel Bay

Thozama Nomnga, Western Cape coordinator for FEDUP, recounts how in the early 1990s the movement had built 33 houses in partnership with the municipality. After a period of disengagement, FEDUP returned to Mossel Bay in 2006, re-connected with old savings schemes and the municipality, particularly around the KwaNonqaba housing project, which, at the time, was pegged at 110 houses. Due to changes in leadership and member affiliation to savings schemes, the municipality eventually pledged 35 houses in 2013. On 2 June 2015, the completion of the first 5 houses was officially celebrated along with the formal opening of the new house of Norman Bles.

As Norman Bles, reflects on his journey with FEDUP, he explains that he has been waiting for a house since 1993. Originally from Mandela Zone 5, he began saving with (what is now called) FEDUP in 1993. Over the years he left and re-joined the Federation several times – in the early 1990s due to a perceived lack of municipal support for housing and later due to uncertainties in the saving group leadership. During the constant changes in membership and saving participation, Norman speaks about his encounter with a fellow saver, who emphasised the importance of savings. This encouraged him to re-join the movement and eventually form his own savings scheme.

“Because we liked the Federation and understood the rituals of SDI [Shack/Slum Dwellers International], I went back to my house, talked to the people and said, ‘Let’s open a savings group in my house.” Other people joined us and we have been saving until now”

He explains how together with FEDUP he continued negotiating with the municipality for housing.

“We kept negotiating because I wanted a bigger house [than] the small houses the municipality was building. The promise that we would get bigger houses with uTshani Fund [FEDUP] is what gave me hope to continue saving. I have a wife and kids who now have a place to sleep. It is no longer in a small shack. Today there is no rain that will get my children.”

Launching a house, building a partnership

 

At the launch itself, Western Cape FEDUP leader, Thozama Nomnga, described the day as “the start of a partnership with Mossel Bay municipality.” Both the minister and Mossel Bay Head of Department (HoD) for Human Settlements echoed this sentiment. In particular, the minister emphasised that the government needed to acknowledge its setbacks and work harder at making [housing opportunities] happen:

“What you are doing [as an Alliance] is directly in line with our strategic objectives in the Western Cape. You have proven that you have the capacity to do this thing [build your own houses]! Why can’t we use the Alliance to do these things in a number of settlements so we can really become partners. It might only be 5 houses but there are more coming. We want to change the landscape.”

Johan van Zyl, Mossel Bay HoD, speaks of the municipality’s mindset shift that enabled a more people-centred approach. While previous municipal programs and approaches were characterised by little coordination and cooperation between the municipality and communities, a meeting initiated by the provincial minister introduced an alternative view of community engagement. Coupled with a successful Govan Mbeki Award, a national reorientation toward more community support and continuous negotiation, the municipal mindset in Mossel Bay began to change:

“[We] have to have partnerships. Municipalities and government can’t do anything on their own….That is why the minister [indicated] that these initiatives will be supported by government to create more housing opportunities”

While FEDUP celebrated the completion of 5 houses, the road ahead is a long one. After over a decade of negotiations with Mossel Bay municipality and repeated submissions of project plans, the municipality seems receptive to a community-centred approach and to the People’s Housing Process (PHP). For Thozama, this certainly indicates the potential for partnership. Yet in order to build a strong partnership, the challenges need to be addressed – particularly in terms of delays in implementation. What underpins a people-centred partnership then?

“As FEDUP are are not saying people must grab land. People need to negotiate with government. We respect the government and our councillors. But the government also needs to respect us as communities. Because if we are not there, there will be no government”.

A different approach to livelihoods 

A national industry which offers public-sector employment to 50,000 economically disadvantaged beneficiaries should have a profound impact on the livelihoods of poor informal settlement dwellers. The Department of Environmental Affairs Working for Water Program (WfW) is therefore a primary target for Community Organisation Resource Centre’s (CORC) engagement of the state. In 2002, CORC managed 25 teams in all nine provinces to work at a staffing model which sustainably supports employees. However, due to the under-budgeted nature of the program, the majority of these teams disintegrated. The only remaining teams were privately led rather than collective in structure, with profits directed primarily to the supervisory contractor, rather than the labourers. Currently, most WfW teams operate under this model, under which the vast majority of beneficiaries earn minimal wages and secondary benefits of social development and training opportunities.

This year, CORC assembled a new team in the Western Cape based on an ambitious project: to clear neglected private areas on demanding terrain bordering the Province’s most-visited nature reserve. This effort in collaboration with nearby private landowners attracted the attention of WfW once more. Affected communities near the reserve have limited employment opportunities due to their isolation and have minimal collaboration with the Informal Settlement Network (ISN) and Federation of the Urban Poor (FEDUP).

With the help of existing contacts at Non-Profit organisations in the settlements of Masiphumelele, team leaders were drawn from youth SDI-employees from Phillipi. Young women from Masiphumelele in the South Cape Peninsula were hired as general workers with the potential for promotion conditional with training. This report follows their story.

Ayanda The seeds of this project started when Ayanda Magqaza was a sprightly fifteen-year-old. He would leave his home in Phillipi to stay and work in the South Peninsula for the weekend. Agile and flexible, Ayanda quickly learned to clamber over the boulders and climb the gum trees at Castle Rock. Local landowners would hire him, first to help in the garden, and eventually to man a chainsaw alone in the depths of the forest all day long. As a CORC employee, Ayanda was the first person the project leaders called to begin working on the mountain, with the hopes that he would soon be able to lead an entire team to assist him. Within a few months the imagined team materialized, largely due to his illustrative, personal and persuasive communication abilities. When project management was absent for two months in mid-winter, Ayanda took the helm and continued to recruit new team members, coordinate logistics for certified training sessions, and lead the team to clear vegetation on the mountain slopes.

Anela All roads in Masiphumelele lead past the Pink House, a community services center managed by Catholic Welfare Development (CWD). While CORC was recruiting for the team, CWD opened their doors and provided a number of applicants. Most were men, with some construction experience; the women seemed to be looking for a desk or service job, something with a roof. But Anela Dlulane stood out, highly recommended by CWD as a lead volunteer there. During the first trial on the mountain, when the slackers stayed back to chat and move slowly, Anela kept pace with the young guys as they stacked body-length branches along the hillside. It was hard work compared to her previous job as a typist at the Department of Transport, but Anela stuck with it, with the hopes of one day fulfilling an administrative role for the CORC team.

Roger Prior to joining the team, most of Roger Janse’s days were indoors at the Slum Dweller International (SDI) offices. The office valued his polyglot fluency in Cape Town’s three main languages, but his studies were at a standstill and he was not sure how to advance his career. He aspired to obtain his Driver’s License and begin work as a driver for SDI, but despite repeated courses, he did not pass the test. Roger had helped Ayanda in the South Peninsula before and decided to try it again. The mountain revealed itself to be an exciting place, satisfying his interest in wildlife like puff adders and cape cobras. Roger began work as a stacker, but by the end of winter had attained his Chainaw Operator’s certificate, and qualified for three other courses. Just two months later he held his long-awaited Driver’s License in his hands, then doggedly pursued an additional commercial license. Due to his determination, the team now depends on Roger in his role of back-up driver to transport them and their equipment from home to work.

Sinjuvo She came prepared. She brought with her a record of several years of herbicide applicator experience, a list of contacts from her old team, and even wore here official yellow WfW shirt to work. At some point she had left her previous WfW team and her skills and training were left idle until she crossed paths with the SA SDI Alliance in Masiphumelele. Gudiswa Mathu may be older than the average worker, but her experience helps her know how best to contribute. When the team was still in its early stages, struggling to find women who were prepared to do labour-intensive tasks day in and day out, Gudiswa knew who to call. Within two weeks, the team ratio was balanced in favor of the better gender, 7 to 4, surpassing WfW national standards for female-to-male hiring ratios.

Sakhe With only his secondary school certificate in hand, he set out for Cape Town from the Eastern Cape. After growing up there and doing his schooling there, Sakhekile Nkohli contacted the few family members and friends he had in Cape Town and moved into Masiphumelele. He found infrequent work, mostly occasional construction jobs. But as a young worker his resume and contacts were not competitive. When given the chance on the mountain, Sakhe demonstrated what made him stand out. His fearlessness and drive earned him the position as the only team member without a previous relationship with SDI to receive and qualify for chainsaw training. With Siya or Ayanda present, Sakhe is a dependable assistant and when a more experienced manager is unavailable, he takes the helm.

Liso She may have the smallest shoe size, but in many ways she makes the biggest contribution. After 6 years of working on alien clearing teams, Liso Jentile offers the most insight and thoughtfulness of any team member. Her years of experience include training as chainsaw operator, which offsets the gender balance of mostly men leading with chainsaws and women following while stacking branches. Most of the time, she is quiet, and does not participate in the teatime chatter. But when the team reaches a new situation and is uncertain how to proceed, people turn to Liso for well-seasoned advice. Her thinking abilities make her a role model for other women on the team and a prime candidate for promotion to a leadership role.

Siya Initially, he was busy in the office and didn’t take the offer. Afterall, his family was in Philippi, including his newborn son. Weekdays in isolated Castle Rock sounded lonesome. And after more than a decade of chainsaw work without any career prospects, the idea of working on the mountain did not excite him. But when the opportunity to join Ayanda at a chainsaw operator training arose, Siyasanga Hermanus got involved. Within three weeks he had a team working to help him stack – a luxury after the years of working on the mountain alone. With his firm manner and steadfast approach, Siya earned his team’s trust. Now he, like Ayanda, is building up skills to eventually contract his own team. But while most WfW contractors supervise from the sidelines, Siya will remain right where he is. The only way to make sure the work gets done, he says, is to be part of the team. He won’t be letting go of his chainsaw anytime soon.

Outlook: Transitioning from labourers to leaders 

It is a fragile system, but it holds together – a web of life that benefits from its interdependent nature as much as it is defrayed by internal competition. Like the risk of wildfire on the mountain, our team confronts challenges to their health and safety every day. Competition is no stranger, and they confront one another when they disagree on an approach to an issue. Like the heat of summer, they feel it on their table at home when funding dries up and bonuses are no longer available. And when in need of assistance, if it is not offered with personal consideration, some team members may be flooded with advantages while others fail to gain ground.

Despite these challenges, the team is resilient. They depend on one another because they know that they can fell more trees working together than alone. A communicator like Ayanda can help advocate for more contracts together than the others could do alone. A veteran like Liso can help plan savings for their future together better than the others could do alone. And with perseverance, they can build a collective company with the full contribution of each team member.

While one person cleans a chainsaw, another takes inventory of the day’s supplies. A Health and Safety Officer takes note of the appearance of the deforested slopes after a day’s work while a First Aid Officer records that day’s participation of each individual. One person measures herbicide concentrations, while another speaks publicly about the value to biodiversity of their work. Each worker has their role and is valued as an essential member of the team. 

Over 35,000 South Africans are funded by the Department of Environmental Affairs to clear invasive alien vegetation in South Africa. The vast majority of them work under a private contractor. While project funds should be directed to workers, this system incentivizes the contractor to increase staff productivity to their own benefit. CORC’s team structure provides a new model, one that serves the poor populations that it is meant to support. Through this program, CORC has the opportunity to affect livelihoods across the country. It begins with the collective.

This collective has a new opportunity. In the South Cape Peninsula, a few mountain slopes dipping into the sea appear too difficult, too costly to clear. Without professional training for mountain slopes, this team has confronted Castle Rock. In doing so, they have proven their worth as recipients of intermediate training required to clear such lands safely. As an intermediate team in high demand, they may prove financially sustainable while maintaining the collective structure that can help negotiate the team members into more established careers. As a self-sustaining collective they may be able to operate independently throughout the Western Cape, and can train other teams in other provinces. A handful of youth from the South Peninsula has the chance to transition from labourers to leaders, not only in their industry, but in their communities.

National Community Exchange – Durban to Cape Town (Part 1)

Informal settlement leaders from Kenville and Foreman Road in Durban are mobilising their communities to upgrade their settlements with better services and improved spatial layouts. Last week’s exchange to Cape Town (29 April – 2 May 2014) therefore presented a first-hand opportunity for them to draw insights from fellow community leaders.

Over the week the Durban visitors were hosted by Kuku Town, Flamingo Crescent, Langrug & Mtshini Wam communities in and around Cape Town. Each day was dedicated to an in-depth visit of each settlement. This included a detailed site visit, discussions on  collecting savings, enumerating and profiling settlements and contributing to planning and mapping. Besides bringing leaders together on a national level, the exchange also connected communities locally: for leaders from Kuku Town, Flamingo and Langrug the exchange comprised a first time visit to the other settlements. Exchanges are thus the most important learning vehicle in the South African Alliance, facilitating the direct exchange of information, experience and skills between urban poor communities.

Day one in Kuku Town: Upgrading & Savings 

Community leaders met in Kuku Town, a small settlement that recently completed re-blocking and in the process secured one-on-one water and sanitation services from the City of Cape Town. Read more about Kuku Town and re-blocking here. In the discussion community leaders took the visitors through a step-by-step picture of Kuku Town’s experiences. ISN representative, Melanie Manuel, explained that

“What we do in ISN is not only to beautify our settlements but to actually change the way we live. Savings and partnerships – like we had with Habitat for Humanity and the municipality – are an important part of this.”

Yet, before partnerships can be formed, a community needs to know its settlement in terms of the number of (un)emloyed people, the number of structures and families and details on service provision (electricity, sanitation and water). This information is collected in enumerations. Kuku Town community used its enumeration data to plan its re-blocked layout and to negotiate the provision of one-on-one services and short-term employment opportunities through the City’s Expanded Public Works Programme (EPWP).  Community leaders explained that they organised themselves in clusters to be able to navigate the logistics around communication and construction during re-blocking.

Among a variety of questions, the visitors took special interest in understanding the connection between savings and upgrading, especially the role of community contributions. Melanie explained that

“Savings contributions enable us as communities to take ownership and responsibility of the changes and upgrading in our settlements. We want to move away from a ‘free for all mindset’ and restore dignity and pride to our communities”

But collecting savings poses a continuous challenge. How to go about motivating communities and responding to accusations? Flamingo Crescent’s community leader, Auntie Marie, shared her experience:

“Getting the community’s commitment for daily savings is difficult. People only want to act when they see that things are happening. You’ve got to be tough. If you’re not tough you won’t get anything right”

For Kuku Town community leader, Verona Joseph, the partnership with the City and its support in this regard, was crucial.  This became evident at Kuku Town’s official handover that afternoon which was attended by the ward councillor and City officials.  The handover and a site visit completed the first day of the exchange, demonstrating what a tangible community-government partnership can look like.

Day two in Flamingo Crescent: Re-blocking and Partnerships

Flamingo Crescent is about to begin re-blocking and – in partnership with the City of Cape Town – is set to receive one-on-one services. On a walkabout through the smoke and dust-filled pathways community leaders received a thorough impression of the settlement’s layout. Most structures – consisting of old cardboard, zinc, timber and plastic pieces – are situated around a broad, u-shaped pathway that is intersected by smaller, narrow footpaths. Flamingo’s population of about 450 people resides in 104 structures. The entire settlement makes use of only 2 taps and 14 chemical toilets that are emptied three times a week. The absence of electricity means that fire is used as a central source for cooking and warmth.

In a nearby community hall, Flamingo’s steering committee explained its relationship with ISN and the challenge of collecting savings contributions due to its high unemployment rate (50%). Flamingo’s enumeration acted as a powerful entry point to negotiating an improved layout and service provision with the City of Cape Town. Together with students from the Cape Peninsula University of Technology and Worcester Polytechnic Institute (USA) the community designed the re-blocked layout and conceptualised plans for a crèche and a play park.  Later, the visitors joined the steering committee’s meeting with a Cape Town City official who provided an update on the City’s contribution to upgrading.  For the visitors this was of particular value as it emphasised the crucial role of partnerships and the number of actors involved in a given project. The question at the forefront of many minds was: how can we do this in our communities at home?

For Auntie Marie, Flamingo community leader, it is evident that

“If it wasn’t for ISN, I don’t know where we would be. Through ISN we were introduced to the City and we got a partnership. We started thinking, ‘Now something is going to happen’. Flamingo is going to be re-blocked!”

National leaders of the Alliance congregate in Cape Town

Leaders of the South African SDI Alliance congregated between 16 – 18 January 2012 at the Lutheran Youth Centre in Athlone to follow up on progress made since the strategic meeting held at Kolping House in January 2011. At last year’s meeting, the Alliance agreed to a shift of focus towards upgrading of informal settlements. Despite one of the world’s largest housing delivery programmes, the South African government has failed to curb the demand for housing and the improvement of basic living conditions for milllions of poor people. The Alliance has pledged ‘to strengthen the voice of the urban and rural poor in order to improve quality of life in informal settlements and backyard dwellings’. This we will accomplish by supporting communities who are willing and able to help themselves.

At Kolping House strategic meeting, the following four broad strategies would define the work of the network:

1. Building communities through FEDUP and ISN using SDI social tools;

2. Building partnerships with government at all tiers;

3. Implementing partnerships through projects; and

4. Keeping record of learning, monitoring and evaluation.

Upgrading informal settlements is an inherently complex endeavour considering the various socio-political realities connect to harsh living conditions and illegality. However, across South Africa the urban poor are mobilising and building institutional capacity to engage local governments around community-initiated upgrading agendas. As the Alliance’s saying goes, “Nothing for us without us”. Dialogues and outcomes of this year’s strategic meeting focused on meeting the development indicators which the Alliance set for itself at Kolping House. This year will see a renewed focus on the following:

  • Capacitating regional leadership structures, and the creation of a national ISN coordinating team
  • Recommitment to the spirit of daily savings, daily mobilisation and daily exchanges of learning
  • Deepening the quality of selected settlement upgrading, while growing the ISN network
  • Developing relevant and sensitive indicators, guidelines and protocols for the Alliance’s core activities to spur self-monitoring and evaluation.
  • Resourcing the Alliance through effective partnerships with local governments, universities and other development agencies such as the National Upgrading Support Programme (NUSP, Dept of Human Settlements) and the promotion of establishing Urban Poor Funds, similar to the Stellenbosch experience (hyperlink: http://www.sasdialliance.org.za/blog/Memorandum/)

Building coalitions of the urban poor able to capture the imaginations of city builders, both from the top-down and the bottom-up, is not often highly regarded or understood when upgrading strategies are devised. The Alliance is committed to strengthening the voices of the urban poor through building effective, pro-poor partnerships and platforms with local government, and implementing these partnerships at project level. As the process to understand the discrepancies and commonalities between the agendas of communities and the municipality gets underway, work must begin. Communities and the municipality develop, in partnership, a mix of “quick wins” that can build trust and show real change for communities. At the same time, the Alliance is also geared towards challenging many of the assumptions that lie behind planning for the urban poor throughout cities in South Africa. Other projects that get chosen for implementation are difficult cases designed to influence the way the municipality operates so that its methods come closer to the planning priorities of communities. All the project types also influence communities. At these interfaces of bottom-up agency and top-down city management, new ways of seeing, grappling with and finding solutions for informality emerge, and shack dwellers are no longer passive by-standers to the development enterprise, but active partners and innovators of finding workable, affordable and scalable solutions to urban poverty.
